1.About the organization:
JAKAS Foundation is a local non-governmental development organization, established in 1993 and actively involved in the field level of Rural and Urban development since its inception. JAKAS Foundation has been implementing various development activities with the grassroots and disadvantaged men & women following under activities such as flexible micro credit, enhancing resources and increasing capacities of poor households towards elimination of their poverty (ENRICH), human right and resource development program, health care, education, tree plantation, water & sanitation, social awareness, community development, livestock insurance, training & grant support, agriculture, livestock & fisheries program, Rural Microenterprise Transformation Project (RMTP), RAISE, ECCCP etc. With heart of the soul, we would like to thank our national & international donors and partners specially Palli Karma Sohayok Foundation (PKSF) to extend their whole hearted support in various social- economic activities of the organization. Also thanks to our members and beneficiaries who have turned our efforts to success and inspired us to reach different remote areas of Joypurhat, Dinajpur, Naogaon, Bogura, Sirajgonj, Rangpur and Gaibandha district.

2. About the Project:
The project titled the “Safe Fish and Value Added Fish Products Production and Marketing” jointly financed by Palli Karma-Sahayak Foundation (PKSF) and the International Fund for Agricultural Development (IFAD), is implementing in Joypurhat sadar and Gobindagonj of Joypurhat and Gaibandha district respectively by the organization “JAKAS Foundation”. The project is working to increase income, ensure food security and improve family nutrition of marginal and small farmers and fisheries related backward & forward market entrepreneurs. The sub-project also work on value addition at various levels, expansion of financial services for enterprise development and strengthening of the institutional framework for the development of safe fish and fish products of the value chain.
Objectives
Objective of this TOR is to engage a web developer as a service provider to develop and launch a user-friendly online e-commerce platform. Specifically, the objectives are:
✔ Develop an ordering system friendly for consumers
✔ Develop an easy operation system
✔ Make a smartly designed, streamlined admin panel
✔ Provide gorgeous four image slider for products
✔ Develop an excellent interface with suitable products information
✔ Develop customer profile
✔ Develop dynamic offer, banner and ads
✔ Develop unlimited coupon option for special promotion of products
✔ Develop a customer management dashboard to ensure tracking and management of customer orders with link to delivery
✔ Integrate the system with local mobile money platform and if possible other digital payment services to easy payment of produce
✔ Design favorable functionality of the web platform and mobile application
3. Deliverables
The contracted service provider will be required to perform and complete the tasks identified in the table below within the timeline specified in Tentative Schedule section. The table below identifies the minimum requirements that a vendor’s solution must meet. The requirements are not listed in any priority. The project would be amenable to a phased approach to the requirements, if or as appropriate.

Mobile version application (app) |
Develop the mobile version app of the online ecommerce designed to run on mobile devices such as smartphones and tablet computers. The app should be posted and located in Play store. Application should be user friendly and easy to navigate. |
Submission of Proposal
Interested service provider should provide the proposal including below information in English
Letter of expression of interest
A brief profile of the company (maximum two pages)
A list of executed assignments similar to this project. This list must include complete website addresses and the name and contact information of the client representative
Technical proposal (methodology, technology, implementation plan demonstrating the time frame and milestones for the design, development, testing, debugging, launch and maintenance plan
Financial proposal (separate) which must include the following:
a) Rates for all services provided (domain and host rate, server charge etc.)
b) Rates and explanation of charges to execute assignment

4.Payment method
JAKAS Foundation will pay the cost of the developed App deducting Tax & VAT at the source as per the Government rules subject to the after completion of all deliverables and others. Payment will be done by bank cheque. No advance payment will be given.
5.Disclaimer
JAKAS Foundation reserves the right to amend the Terms of Reference (ToR) at any time as required upon mutual discussion with the App company. JAKAS Foundation reserves the right to terminate the contract at its sole discretion in case of non-compliance with the terms and conditions.
